Cranks / no fuel pressure

i have no fuel pressure... I was on youtube and found a video from May03lt he says hes part of this site, anyway I followed his instructions for checking the fuel pump relay circuit. I tried swaping out another relay with the fuel relay. I have battery voltage at the ecm pin (12.48) I have a good ground at the pin directly above he called it pin 86 (12.47), when key is on I have (11.95) at pcm control pin. when I jump between bat voltage and and output to fuel pump I have pressure and the car starts, If i pull the jumper and quickly re-install the relay the car runs. I also went around and cleaned all the grounds that I could find about 11 under the hood and down the frame rail on the left side.
By the way I still have the p0016 code I'm assuming that its the cam phazer( just mentioned in case it's relevant)

Any ideas
 
I don't understand some of your testing... "I have a good ground..." then you go on to indicate a pin number followed by a bracketed number... what is that number... if its a voltage reading on the ground pin, then you have problem as a ground is basically 0 volts (give or take a few millivolts depending on measuring technique and instrument).

I guess the other question would be... can describe exactly how you are measuring the conditions.

Ok the numbers in parentheses are voltage readings. for the ground I set the voltmeter on the positive side of the battery.. I believe that is too see if there is a voltage drop.
car is not running,
first test is for battery voltage at ecm pin in fuse box, next I tested for ground at #86 pin, then at pcm pin tested for voltage when key is turned on,
 
ok... that's a method I guess. Your likely problem is to find out why the relay is not operating "normally". Thus with "key on" do you ever see voltage out of the relay towards the pump. Further, do you feel the relay operate? Since the ground is always there for operation, the only thing left is the voltage coming from the PCM (?) to operate the relay. I would use a "pin probe" to double check things at the wires with everything in place just in case you have a contact / connector issue.

Its kind of funny that you measured a few different "voltage sources" and the one coming from the PCM is the lowest while the others seem to be at a different "common" level.
 
I got it fixed it ended up being the ignition switch: :thumbsup::thumbsup: thanks for all your help.
new problem is it takes awhile to start now, it used to start on the first few cranks of the engine. I'm going to pull the plugs tomorrow I'll let you know if I find anything
