Broken radiator cap

My radiator cap has been leaking so I went to change it today, the new one looks exactly like the old one, but when I took the old one off, only the top "cap" came off, the part that is supposed to go down into the top didn't come out. So, if the entire cap looks like a mushroom, the old one has no base, it's still hanging out where it was! Any tips/tricks for getting the remainder of the cap out?

Blazing, the part that goes into the neck broke off inside, I read about it happening to someone when I was on trailvoy but can't remember if/how they got it out.
 
Would need a picture. I have run a screw into a piece of metal that was stuck in an opening sort of like that and used the screw to pull on it and get it out. Not sure if you have anything for the screw to grab though, without seeing it.
 
Can you get a dremel cutting wheel in there? If so, you can cut vertically and take it out piece by piece.

If not, you might be able to open some channel locks enough on the inside to twist it off.
 
Mounce, that is exactly what has happened, I just didn't know it was called the neck.

Thank you all for your thoughts. I might have to get with my brother to try some of the suggestions, he's got the tools.

If I can snap some pictures in the morning before I get going I will.

Okay, so top ring (with the little handle) came off, and the "plug" part that seats inside the neck is still in there...

What I would do is find some 6-8" long-nose pliers. If there's room in the "plug" rather than it being a solid piece, put them down in there and then open the pliers, hold the two handles as far apart as you can to apply pressure, then twist it out.
 
Thank you all for your suggestions. I ended up taking to a place and since I already had a new cap, didn't charge me for switching it out.
